instance works upon receiving a client signed csr containing the
public key that is going to be a certificate once processed and signed

The RHCS CA only generate key pairs for its own sub systems during
configuration.
unless you set up server-side key generation with TPS, then in which
case, the DRM will generate the keys for the users.
