Per discussion with alee, we're going to wait until the following ticket is implemented, at least partially: https://fedorahosted.org/pki/ticket/1129 This is needed to support upgrading from a prerelease build (e.g. 10.2.1-0.1) to the final build (e.g. 10.2.1-1). It looks like there's a way to implement it without too much work. Right now the upgrade folders refer to the version to upgraded from. We're going to change that to the version we're going to upgrade to.
