The current upgrade framework actually can upgrade between release numbers without changing the version number. This patch has been revised to change the version/release number to 10.2.1-0.2. I've verified the upgrade from 10.2.0-3 to 10.2.1-0.2 and from 10.2.1-0.1 to 10.2.1-0.2.
