junit4 should be required for f17+ as well. Other than that, please confirm that a kra installs and can be configured. I successfully installed a CA, configured it, and enrolled for a certificate. I then successfully installed a KRA, configured it, and performed a Manual User Signing & Encryption Certificates Enrollment <https://pkilinux.sjc.redhat.com:9444/ca/ee/ca/profileSelect?profileId=caDualCert>.
NOTE: There was one tiny hiccup while configuring the KRA.
