Please review the attached patch which addresses the following issues:

• TRAC Ticket #517 - Clean up theme dependencies
• TRAC Ticket #518 - Remove UI dependencies from pkispawn . . .
• Bugzilla Bug #916134 - unresolved dependency in pki-server: pki-server-theme

This patch was tested by installing a CA on a 64-bit Fedora 18 machine which contained no packages to provide "pki-server-theme".
